About IRSA
IRSA is the learning institution for the Inland Revenue Service. We develop the knowledge, skills, and professional judgment that tax administration depends on: sound revenue policy, fair and consistent compliance, and transparent public financial management. Our work is grounded in the reform agenda and in the everyday realities of the officers who carry it out.
Our Role
Tax administration reform succeeds or fails in the capacity of its people. IRSA exists to build that capacity. We design and deliver programmes for officers at every stage of their careers, from induction to senior leadership, and we work with partners across government and the development community to ensure that what is learned in the classroom is applied in the field.
Our Approach
We learn by doing. Our programmes combine technical instruction with case-based analysis, simulations, and practical assignments drawn from real administrative work. We believe that:
Officers learn best when training reflects the systems they actually use. Reform is sustained when it is understood, not just mandated. Public trust in revenue institutions is built through competence, integrity, and consistency.
